1.The Host URL is wrong and points to a non-existent web server.
2.See if user is going through a proxy server or has the "ISA Client Firewall" turned on.
3.See if the application pool is stopped or cannot be started.
4.You are using https and the web server is not set up for SSL and is not listening on port 443.
