Setup USERHOLD work pool.

Set the work pool type to VOICE and the work pool code to USERHOLD.

 

For an MT to have the User Hold ability you must assign the USERHOLD work pool to the MT.  This is done on the Voice Client tab of User setup.  Check the USERHOLD pool in the Alternate Work Pools list.
