Navigation:  System Setup (F4) > Forms > Toolbar

The toolbar can be seen under the Header (1st), Header (All), Body, Sig Block, Footer (1st), and Footer (All) tabs.  The Table Tools can be displayed by selecting Show Table Icons under the Table menu.  The function for each toolbar icon is explained by holding your mouse over the icon.
