Navigation:  System Setup (F4) > Work Flow > Excludes Tab

The Excludes Tab lists 3 fields where you can list users, forms and providers that this workflow rule NOT apply to.  You will need to list the code for each (scribe code, Form code, provider code (not user code), and Sites  The values for users can be for any User (SCRIBE CODE)  in the system.  The values for Forms, Providers, and Sites are site specific.
